The duties of the Department of Construction Works and Technical Affairs are defined in Decree Law No. 124 regarding the Administrative Organization and Duties of Higher Education Institutions.
The Department of Construction Works and Technical Affairs, which intensively serves in all matters related to construction, facilities, repairs, maintenance, manufacturing, surveys, projects, estimation, tendering, and supervision required by our university, covers a wide range of responsibilities.
The responsibilities of the Department of Construction Works and Technical Affairs within our university are as follows:

To design projects for buildings and facilities, prepare tender documents, conduct tenders, oversee construction projects, and accept completed works, as well as manage maintenance and repair activities.

To prepare feasibility reports for any tasks requiring technical examination and project planning.

To handle all processes related to buildings and facilities required by the university, such as study rooms, classrooms, lecture halls, laboratories, workshops, auditoriums, conference halls, inpatient health centers, student cafeterias and dining halls, meeting rooms, cinema and theater halls, indoor and outdoor sports halls and fields, including feasibility studies, project development, tendering, and managing construction timelines.

To ensure the uninterrupted provision of water, sewage, electricity, and communication services on campus.

To manage the operation of heating systems, boiler rooms, cold storage rooms, generator ventilation systems, telephone exchanges, and elevators, and ensure their maintenance and repairs.

To prepare the investment program for the university and the investment budget for projects in education, health, and sports sectors.

To identify areas for expropriation.

To carry out environmental arrangements within the campus, including main and secondary connection roads, ceremony areas, and sidewalks.

To handle the necessary correspondence with institutions such as the Prime Ministry, Public Procurement Authority, Court of Accounts, Ministry of Finance, State Planning Organization (DPT), Governorship, and other relevant organizations.

To track investment allocations and manage accrual operations.
