Our Duties

The duties of the Department of Construction Works and Technical Affairs are defined in the Decree No. 124 on the Administrative Organization and Duties of Higher Education Institutions.

The Department of Construction Works and Technical Affairs, which plays a significant role in providing all necessary services for construction, facilities, repair, maintenance, manufacturing, survey, project, estimation, tender, and supervision for our university, has a broad range of responsibilities.

The duties of the Department of Construction Works and Technical Affairs within our university framework are as follows:

  • To prepare building and facility projects, prepare tender files, conduct tenders, control construction projects, and receive completed projects.

  • To carry out maintenance and repair work.

  • To prepare feasibility reports for all works requiring technical review and project design.

  • To manage all processes related to buildings and spaces needed by the university, such as study halls, classrooms, lecture halls, laboratories, workshops, auditoriums, conference rooms, inpatient health centers, student cafeterias, meeting, cinema and theater halls, indoor and outdoor sports halls, and fields, including feasibility, project, tender, and construction timelines.

  • To work on ensuring the uninterrupted supply of water, sewage, electricity, and communication needs for the campus.

  • To ensure the operation, maintenance, and repair of heating, boiler rooms, cold rooms, generator ventilation systems, telephone exchange systems, and elevators.

  • To prepare the investment program for our university and the investment budget for works in the fields of education, health, and sports.

  • To determine the areas to be expropriated.

  • To carry out the landscaping and infrastructure works within the campus, including main and secondary connection roads, ceremony areas, and sidewalks.

  • To carry out necessary correspondences with institutions and organizations such as the Prime Ministry, Public Procurement Agency, Court of Accounts, Ministry of Finance, State Planning Organization (DPT), Governorship, and similar entities.

  • To follow up on investment appropriations and handle accrual operations.

Our Authorities

  • Authority to make decisions, take precautions, and implement programs for performing duties related to the Directorate, as deemed appropriate by the Rectorate.

  • Authority to propose new measures and authorities to the General Secretary to ensure the duties are carried out more efficiently and swiftly.

  • Authority to grant leave of absence, determine the annual leave schedules, and make personnel recommendations for actions like commendations, awards, and transfers to the General Secretary.

  • Authority to propose new measures and authorities to the General Secretary for issues requiring additional actions.

Our Responsibilities

  • The Department is responsible to the General Secretary for fulfilling the duties assigned by university regulations and this directive in compliance with the Constitution, laws, decrees, and similar regulations, and for using its powers in a timely manner.
